The following deals with organ transplant; the Council of Europe does not deal directly with corneal/ocular transplants. - Most recent risk assessment for liver cancer (Council of Europe, 2025): Oesophageal, gastric, pancreatic, liver and biliary cancers diagnosed during donor procurement: These cancers are classified as unacceptable risk. Oesophageal, gastric, pancreatic, liver and biliary cancers in the donor history: Treated cancers of these kinds in the donor history are classified as high risk due to their aggressive behaviour. Risk may decrease for early stages after curative therapy, with recurrence-free time > 5 years and with increasing probability of cure, especially in cases of long-term survivors.
Alerting signals, symptoms, evidence of occurrence: 
Pathologic examination of the remaining donor limbal tissue revealed metastasis of tumor to the limbal vessels. Before the second corneal transplantation, the surrounding tissue of the recipient bed was excised and sent for histopathologic examination. No tumor transmission was noted surrounding the recipient bed. The second graft remained clear and the patient remained cancer free after regular examination for over a year.
Demonstration of imputability or root cause: 
A patient with limbal dermoid received corneal transplant from a donor who died of cholangiocarcinoma.
